Cornerstone West CDC helps existing low income and elderly homeowners improve their quality of life by providing standard household repairs and façade improvements. The majority of homes in our community are row homes over 100 years old. A roof or major structural failure in one house can impact multiple row homes on a block which share common walls, contributing to neighborhood vacancies and blight. To date, the program not only helps individuals stay in their homes—by improving living conditions—but has also contributed to neighborhood stability by promoting reinvestment from other owners on the same block.

Homeowner Repair Program Overview

Cornerstone West CDC obtained funding to provide housing rehabilitation grants to those who qualify*. Rehabilitation work will focus on eliminating conditions of an immediate health or safety hazard to the home’s occupants and making the homes safe, decent, and code-compliant. Certain repairs will improve the energy efficiency of the home, thereby decreasing the homeowner’s utility bills and increasing the homeowner’s disposable income. Qualified and approved applicants may receive up to $20,000 in covered repairs.

Covered Repairs Include:

  • Safety repairs

  • Plumbing

  • Electrical

  • Roofing & Gutter

  • Install or replace ADA hardware

  • HVAC services

  • Window replacement

*Qualifications:

  • Be a homeowner - must reside in the home & live on the West Side of Wilmington within Census Tracts 22 or 23 between N. Union-Jackson Streets & West 6th Street-Lancaster Ave. (check your census tract here—your census tract is your “Tract Code”)

  • Be 55 years of age or older and/or disabled

  • Must not be in the process of foreclosure

  • Must qualify based on income guidelines: less than 60% of Area Median Income for family size listed on flyer
